How do you get an AI system through government procurement in the Gulf?

You design for the evaluation, not the demonstration. A GCC government buyer scores a proposal against written criteria — technical compliance, In-Country Value, through-life support, data sovereignty and references — and an AI system that cannot be scored against those lines does not win, however good the model is.

In practice that means three things decided early. Where the data lives and who may touch it, because most defence and interior ministries will not accept a model that trains or infers outside national infrastructure. How the system degrades, because an evaluation committee will ask what happens when the network drops and "it calls the cloud" is a failing answer. And who supports it in five years, because procurement is buying a capability, not a proof of concept.

We write the technical volume so a non-specialist evaluator can score it, and we sit with the end-user technical team while they test it. That combination — building the thing and defending it in the room — is unusual.

Why do AI pilots in defence so rarely reach production?

Because the pilot is scoped to prove the model works, and production is a different problem: accreditation, integration with systems bought a decade earlier, sustainment, training, and a budget line that has to survive an annual cycle. A pilot that ignores those has not de-risked the programme, it has postponed the risk.

The pattern is consistent. A vendor demonstrates recognition accuracy on curated data, the end user is impressed, and the programme then stalls for eighteen months on questions nobody scoped: who owns the training data, how the system is re-validated when the model is updated, whether it can run disconnected, and which existing command system it has to feed.

We scope those questions into the pilot, which makes the pilot less impressive and the programme far more likely to exist in two years.

What AI capabilities are actually being bought in the UAE and GCC?

The demand concentrates in perception and decision support rather than generative tools: computer vision for surveillance and border security, detection and classification for counter-UAS and ISR, biometric and facial recognition for interior-ministry programmes, and data fusion that turns several sensor feeds into one operational picture.

These are the categories with existing budget lines and existing end users, which is what makes them procurable. Generative AI attracts attention and pilot funding; the programmes that reach contract are overwhelmingly the ones attached to an operational unit with a problem it already has money to solve.

Can an international AI company sell into the UAE without a local partner?

Rarely, and not on anything substantial. UAE defence and security procurement is built around In-Country Value, and on the programmes that matter a foreign company without a local industrial partner is scored down before its technology is assessed. The exact requirement depends on the procuring authority and the tender, but the partner is not a formality or a distributor — it carries the ICV weighting, the local presence and often the end-user relationship.

The mistake is choosing a partner for convenience — the first company that answered at an exhibition. The right partner is chosen against the specific programme: their real relationships with that end user, their record on long procurement cycles, their financial standing, and whether your technology category fits their portfolio rather than competing with it.
