    What is actually being bought, by whom, under which procurement rules, and against what already exists. Most programmes fail here — months before anyone writes a specification.

    Architect

    The architecture, the interfaces, and the honest list of what has to be procured separately. Written so an evaluation committee can score it, not so a brochure can print it.

    Integrate

    Getting systems from different vendors, procured at different times, to behave as one. This is where programmes are won or lost, and it is rarely anyone’s job until it is already too late.
